Attached is a memorandum from Sheriff Bustos that was sent out this morning explaining the new security procedures to the Judges and Elected Officials. Private attorneys visiting Rock Island County court facilities (for now) may by-pass the new screening procedures at the public point of entry by presenting their Illinois State Bar card to the bailiffs and court security personnel working. Those who do not will be subject to the screening process (similar to TSA). The “pre-check” screening program should be in place within the next 30-90 days. Private attorneys at that point, should they so choose, may participate in the program and receive a “pre-check” screening card from the Sheriff’s Office for a small fee. This will provide them access and the ability to by-pass screening procedures outside random periodic compliance checks. Once the “pre-check” screening program is in place you will no longer be permitted to use of the Illinois Bar Association card as means to avoid screening.
